Fire code and the dining room: what a mural has to pass
ASTM E84 Class A, NFPA 101 interior-finish rules, and assembly occupancy: the fire-safety facts that govern a restaurant mural.
A restaurant is legally an assembly occupancy, a space where a lot of people gather, and assembly occupancies are among the most tightly regulated buildings for fire safety. A mural is an interior wall finish, and interior finishes in these rooms have to meet code. This is the least glamorous fact about restaurant murals and the one most likely to stop a project cold if it is ignored.
The core test is ASTM E84, the Steiner tunnel test, published under matching designations as UL 723 and formerly NFPA 255, so all three labels describe the same test. It measures how flame spreads across a material's surface and how much smoke it develops, returning two numbers, a flame-spread index and a smoke-developed index, and both matter: Class A, the class the model codes call Class I, means a flame-spread index of 25 or less and a smoke-developed index of 450 or less. Class A is what commercial interiors typically require for wall finishes in public spaces, and a mural intended for a dining room should come with an ASTM E84 report showing both numbers. A decorative print with no fire data is not a commercial wall finish, whatever it looks like.
Which code applies depends on where you are building, and this is where restaurants trip up. Most of the United States builds under the International Building Code, whose Chapter 8, and specifically Section 803, governs interior wall and ceiling finishes, while some jurisdictions enforce NFPA 101, the Life Safety Code, and a few enforce both. They largely agree on the ASTM E84 classes but differ in the details, and both let the required class relax by one step in a fully sprinklered building. So the same mural can be compliant in a sprinklered dining room and non-compliant in the unsprinklered exit corridor twenty feet away. The authority having jurisdiction, the AHJ, usually the local fire marshal or building official, has the final say and can be stricter than the printed code.
There is also a distinction worth getting right at the order stage: inherently fire-rated material versus a print that was field-treated after the fact. A wallcovering that carries its Class A rating as manufactured is the clean path. A decorative image that only passes because a fire-retardant coating was sprayed on after installation is harder to document, and some AHJs will want the test performed on the material as it is actually applied to that wall's substrate, not on a lab sample, before they sign off.
The failure mode here is almost never that compliant material is unavailable, because fire-rated murals are readily specified. It is that a gorgeous non-rated print gets chosen, ordered, and printed before anyone asks for the E84 report, and the question surfaces at inspection, with an opening date already on the calendar.
